The tragic events in Lebanon, unprecedented in history, where exploding pagers and walkie-talkies claimed 37 lives and injured thousands, have far-reaching implications for the global technological landscape. The events have set a dangerous precedent for weaponising consumer technologies and are likely to alter the prism through which users view upcoming communication gadgets/technologies, in the era of Fifth Generation Warfare (5GW). While various narratives on how the terrorist attacks were executed -ranging from physical tampering and placement of explosives to overheated batteries -will continue to circulate in strategic circles, the full truth behind the incident may remain elusive. In this regard, an exhaustive analysis of the events is necessary due to its strategic and security implications.

This CASS Roundtable aims to explore the concept of tech warfare in the backdrop of pager/walkie talkie explosions in Lebanon. It seeks to foster a deeper understanding of the threats posed by daily-use gadgets and their weaponisation by powerful countries and facilitate discussions on the development of global and national measures to address these threats. Subject experts will discuss the following relevant issues:

  1. Historical use of consumer technology as a weapon of hard kill
  2. Analysis of the cause and methodology behind the gadget explosions in Lebanon
  3. Impact on consumer confidence in products and software originating from Israel and its allied nations
  4. Potential for similar attacks by Israeli defence partners, such as India
  5. Effects of technological dependencies in developing countries on Western nations
  6. Expected changes in international regulations, including procurement protocols, supply chain oversight, and air travel security
  7. Feasibility of non-state actors employing similar techniques
  8. Recommendations for Pakistan

By examining such tech warfare, the roundtable aims to encourage dialogue on the emerging techno-security challenges and elicit practical and innovative measures on promoting a secure and safe techno-security landscape globally.

THE FUTURE OF THE INDUS WATER TREATY

For more than six decades, the Indus Water Treaty (IWT), signed in 1960 between Pakistan and India, remained as one of the most enduring transboundary water-sharing agreements in the world. Despite multiple wars, political crises, and prolonged periods of bilateral hostility, the treaty largely continued to govern the allocation and management of the waters of the Indus Basin

Fiscal Survival or Economic Reform? Decoding Pakistan’s Budget Priorities

Pakistan’s annual budget is more than a fiscal document; it is a reflection of the country’s structural economic constraints, political choices, and shifting development priorities. The tension between fiscal survival and meaningful economic reform has become increasingly pronounced amid rising debt servicing obligations, limited fiscal space, and recurring dependence on external financing. In this context, budget-making often appears reactive—focused on stabilisation and compliance with short-term macroeconomic targets—rather than transformative, aimed at broad-based productivity, institutional reform, and sustainable growth.

Nuclear Capability: Balancing Global Security and Energy Needs

Recent global developments—including geopolitical tensions, energy crises, and shifting power dynamics—have intensified discussions around nuclear capability. After the Russia-Ukraine conflict and the US-Israel-Iran war, nations are increasingly evaluating nuclear technology not only as a strategic defense mechanism but also as a reliable and large-scale energy source. These developments have brought nuclear capability back to the forefront of international debate.
The dual-use nature of nuclear capability—serving both military and civilian purposes—makes it a critical area of analysis. The ongoing war on Iran has introduced significant uncertainty into the future of Iran’s nuclear trajectory, particularly regarding
